In a seaside community at 9:59am, a little girl is about to draw the final silver button on her picture of a charming duck. At that exact moment in time her baby brother takes his first step, a soldier farewells his mother, a grandfather plays with his granddaughter, a baby is born and two friends pop seaweed on the beach.
